Janice Lucchesi, President

Janice Lucchesi is President of the Tax Executives Institute. Janice has served on TEI's Executive Committee, Chair of the U.S. International Tax Committee and various other TEI committees.  She is a member of TEI's Chicago Chapter.

Janice received her B.A. degree from Rice University and her M.M. degree from Northwestern University. 


 Robert Howren, SVP

Robert Howren, Senior Vice President

Robert Howren, CPA is the current Senior Vice President of the Tax Executives Institute. Robert has previously served as Institute Secretary, Treasurer, Chair of the Federal Tax Committee, Region VII Vice President and Member of the Executive Committee. He is a member of the Atlanta Chapter where he has held every officer position from President to Treasurer as well as Director, Chapter Rep and several committee chairs.

Robert has been employed by BlueLinx Corporation (a leading distributor of building material products in North America) for the past 12 years as head of the tax department. The company is headquartered in Atlanta, Georgia and is publically traded company under the symbol BXC on the New York Stock Exchange. BlueLinx operates throughout North America through a current network of 48 distribution centers.

Robert spent ten years in public accounting, starting his career at Price Waterhouse before moving to a local CPA firm where he advanced to Jr. Partner before leaving for industry. Robert brought the tax function in house at three different companies (Trelleborg, Equant and Cendian) before joining the newly created BlueLinx Corporation in 2004.

Robert holds a Masters in Accountancy (MAcc) degree from the University of Georgia with concentrations in tax and auditing systems. Robert earned his BS degree from Berry College with a major in Accounting and minors in Computer Science and Business. Robert was salutatorian of his graduating class at Berry and graduated Summa cum laude. Robert is also an Eagle Scout.


James P. Silvestri, Secretary

James P. Silvestri, Secretary

James P. Silvestri is the Secretary of the Tax Executives Institute; he has previously served as Institute Treasurer, Chairman of the International Tax Committee, Vice Chair of the State Tax Committee, in addition to leadership positions within Region II.

Jim has established tax departments at Capsugel Inc. and Cognizant Technology Solutions, in addition to serving as Chief Tax Officer at Eisai Inc. He started his career with Ernst & Young.

Jim is a Certified Public Accountant and holds a Masters Degree from Seton Hall University (Taxation) and a BA from Rutgers University (Accounting/Economics) as well as Certificate in Mergers and Acquisitions from The Wharton School (University of Pennsylvania).


Katrina Welch, Treasurer

Katrina Welch, Treasurer

Katrina Welch is Vice President and Tax Director for Texas Instruments, where she is responsible for administration of TI's tax matters, including public policy issues involving taxation.

Previously, she was Tax Counsel and Compliance Director for Texas Instruments. Prior to joining Texas Instruments, Katrina was Tax Director at Digital Convergence, and then Entrust and Kaneb (both publicly traded), and before that she was with PricewaterhouseCoopers, all in Dallas.

She has a Bachelors of Science in Mathematics from the University of Texas in Austin and her JD and LLM in Tax from Southern Methodist University.

Katrina is Past-President, Chapter Representative and Board of Directors member of Tax Executives Institute's Dallas Chapter. Katrina also served on TEI's Vision 2020 Task Force, as Chair of TEI's Federal Tax Committee, Vice-Chair of TEI's Corporate Tax Management Committee, and is a member of TEI's Emerging In-House Tax Professionals Committee. She served also as TEI's Technical Committee Structure leader, Diversity Task Force leader, and now serves as a member of the TEI Board and Executive Committee, Financial Reporting Committee and Treasurer. Katrina has also served as a Regional Vice President.


Alexander Kölbl, Member

Alexander Kölbl, Member

Alexander Kölbl is the EMEA Tax Director at General Dynamics (www.gd.com) since over 10 years. He established a state-of-the-art tax department at this MNE of about 100'000 employees, where he is directly responsible for all tax matters in the EMEA region.

Prior to joining General Dynamics, Alex was occupying a one-men-show position as Group Tax Director at Tecan (www.tecan.com) for a five year period, a project based assignment with a hands-on approach targeted at change management where he was mainly responsible for the introduction of a new Swiss trading company and the reorganization of the supply chain from an operational, legal, direct taxes and indirect taxes point of view.

Prior to that, Alex served as Financial Controller / Head of Distribution / Head of HR / Head of Security / Head of IT for Serono Oceania for more than one year. This was preceded by a 11 year period where he held various positions in the tax department of the Serono Group (www.merckserono.com), culminating with a position as Corporate Transfer Pricing Senior Manager.

A long-time Member of TEI, Alex notably served as EMEA Chapter President and as the Chair of TEI's European Direct Tax Committee (EDTC). He currently serves on the Executive Committee and as Regional Vice President for Region XI (Asia + Latin America + EMEA) .


Rita Makaris, Member

Rita Makaris, Member

Rita Makaris is a member of Tax Executives Institute's International Board of Directors, and sits on the organization's Executive Committee. Rita also serves as Chapter Representative for the Chicago Chapter.

Rita is the assistant controller/ senior tax manager at Skidmore, Owings, & Merrill LLP.

She serves on the Corporate Tax Management Committee and is a member of the IRS Administrative Affairs committee.


Louis Mestier, Member

Louis Mestier, Member

Louis Mestier is Vice President, Tax for Hanger, Inc., a billion dollar domestic company and the largest provider of prosthetics and orthotics in the United States. He is the CTO for Hanger and is responsible for administration of all of the company's tax matters.

Louis is 4-time past-President and current Chapter Representative of the Austin Chapter and was also the chapter's founding President in 2000. He was responsible for developing and implementing the Austin Chapter Scholarship Policy early in the chapter's history and established financial stability for the chapter through the use of member venues for all meetings. During the 16 years that he has been a member of TEI, Louis has also served as Regional Vice-President plus Vice-Chair and Chair of the TEI Corporate Tax Management Committee. During his tenure in TEI, he has served on the Awards Committee multiple times, the IRS Administrative Affairs Committee, and on the Professional Certification Workgroup. He has also hosted the Region VI/VII IRS Liaison Conference and served on multiple planning committees for that event. Currently, Louis is on the Executive Committee for Janice Lucchesi and also serves as the EC Liaison for the IRS Administrative Affairs Committee and CAP Subcommittee.


Steve Perron, Member

Steve Perron is Senior Vice President Finance and Treasury for CGI Group Inc. and responsible for taxation, treasury and real estate worldwide. Steve started his career at Price Waterhouse where he worked in Corporate Tax and Audit functions.

Steve is a member of Tax Executives Institute's International Board of Directors and also serves as Regional Vice-President for Region I (Canada). He is past President of the TEI's Montreal Chapter during the period of July 2011 to June 2013.

A graduate of HEC Montreal, with a bachelor's degree in business administration (accounting), Steve has over twenty-four years of experience in tax, accounting and finance.


Jonnell Quarrie, Member

Jonnell Quarrie, Member

Jonnell M. Quarrie is a member of Tax Executives Institute's International Board of Directors, and sits on the organization's Executive Committee. Jonnell also serves as the Regional Vice President for Region IX.

Jonnell joined Cushman & Wakefield in June 2016 as Tax Director, Provision and Special Projects. Prior to joining Cushman & Wakefield, she spent 11 years at Walgreen Co.

She serves on the Emerging Tax Professionals subcommittee to the Corporate Tax Management committee, is a member of the State & Local Tax committee, and participates on the planning committee for the joint Region IX/Region X conference.


Marcus Shore, Member

Marcus Shore, Member

Marcus Shore is a member of Tax Executives Institute's International Board of Directors, and sits on the organization's Executive Committee. Marcus also serves as the Regional Vice President for Region VIII.

Marcus is the director of federal tax for Duke Energy Corporation.

He serve on the federal tax committee, and on the employee benefits and payroll taxes subcommittee.


Peter Waterstreet, Member

Peter Waterstreet, Member

Peter Waterstreet is a member of Tax Executives Institute's International Board of Directors. An active member of Tax Executives Institute and TEI's Silicon Valley Chapter since 1999, he is a past Vice Chair of TEI's U.S. International Tax Committee, past President of the Silicon Valley Chapter, TEI's largest chapter, and currently serves as the Silicon Valley Chapter Representative to the Institute's Board of Directors.

Since December 2010, Peter has worked for Synopsys, Inc. (NASDAQ: SNPS) as its Director of International Tax with responsibility for worldwide tax planning. Synopsys, the world's 15th largest software company, is the Silicon to Software™ partner for innovative companies developing the electronic products and software applications we rely on every day. Synopsys has the solutions needed to deliver smart, secure products for the era of connected everything.

Peter is a Certified Public Accountant, currently inactive, and earned both his Bachelor of Science degree with emphasis in Accounting and his Master of Accountancy degree with emphasis in Taxation from Brigham Young University in Provo, UT. He has over 24 years of experience in both industry and public accounting, previously holding positions in corporate and international taxation at semiconductor companies Xilinx, Inc. and C-Cube Microsystems, after beginning his career in Deloitte's San Jose office.
